According to the indictment, which has been filed with the Court of Bosnia and Herzegovina for confirmation, Kovac has been charged with having participated, in his capacity as commander of the Tactical Group Foca with the Bosnian Serb Army, VRS, in persecution of civilian population by planning, ordering, fostering, assisting in planning and preparing the crime and having failed to undertake measures to prevent and punish the perpetrators as their superior officer during 1992 and 1993.

“As part of the persecution, several hundred civilians were unlawfully detained at detention facilities in the Penal and Correctional Facility in Foca, secondary school center and Partizan sports hall, local population was tortured, forcibly resettled and deported, more than 190 persons were killed and forcibly disappeared, rape and other inhumane acts of similar nature were committed, while houses, property and cultural-historical and religious facilities were burnt and destructed,” the State Prosecution announced.

According to the Prosecution, the allegations from the indictment will be proved through examination of 139 witnesses and introduction of several hundred pieces of material evidence.
