As specified by the indictment, Djukic committed these crimes as a reserve policeman from the police station in Kotor-Varos and a guard in the prison placed behind the building of the Court of General Jurisdiction, which also housed Territorial Defence forces.
 
“Together with other members of the Serb army and police, Djukic participated in the murder, inflicting of bodily and emotional harm and the inhumane treatment of Croat and Bosniak civilians who were illegally detained,” reads the indictment.
