Adamovic and Lukic: No Command Responsibility

Testifying in defence of Bosko Lukic and Marko Adamovic, expert military witness Slobodan Kosovac says that the indictees did not organise an attack against the civilian population of Kljuc in 1992, adding that they did not have command responsibilities.

Presenting his findings and opinion, the expert witness said that he determined that Kljuc municipality was under the direct responsibility of the 30th Partisan Division with the Yugoslav People’s Army, JNA, at the beginning of the war.

He said that it was then under the responsibility of the 17th Kljuc Light Infantry Brigade of the Republika Srpska Army, VRS and then the Second Krajina Corps.
 
“Marko Adamovic was not deputy commander of the Territorial Defence, because such a unit did not exist. This analysis has excluded the existence of territorial defence in Kljuc,” Kosovac said. The Defence teams invited him to analyse the functions and responsibilities of the two indictees in the period of time covered by the Prosecution’s indictment.
 
The State Prosecution charges Marko Adamovic and Bosko Lukic, former members of the Crisis Committee and Kljuc Town Defence Command, with having participated in a joint criminal enterprise by committing crimes against the non-Serb population in the Kljuc area during the course of 1992.
 
The indictment alleges that Adamovic was Deputy Commander of the Kljuc Battalion with the Territorial Defence, TD of Kljuc municipality and Commander of the Town Defence Command, while Lukic was Commander of the TD Headquarters.
 
Kosovac said that the indictees belonged to the 17th Kljuc Light Infantry Brigade, adding that they performed expert and not command tasks at the Brigade.
 
The expert witness said that during the course of his research he did not come across any documents that supported the allegation that Lukic and Adamovic prepared, organised and conducted a broad and widespread attack against the civilian population of Kljuc.
 
“The indictees did not have managerial responsibilities related to the organisation and preparation of military operations in any of the JNA or VRS units to which they belonged. No documents say they had such responsibilities,” the expert witness said, adding that the indictees were not in command of any unit.  
 
The Defence of the second indictee is due to examine the expert witness at the next hearing, which is scheduled for Wednesday, March 23.
