Lists Used for Justifying Expenditures

“Prior to the war, the composition of the Public Safety Station in Centar was different. It consisted of two police stations. During the war a smaller part of the municipality wasput under the control of the Serbian Republic. According to the documents,neither the municipality nor the police station existed in that area,” court expert Mile Matijevic said, presenting his findings and opinion at a request ofther Defence of Goran Saric.The court expert was presented with payrolls of members of the Centar Public Safety Station, which also included the indictee’s name. He said that those lists were used for justifying expenditures to the Ministry of Internal Affairs, MUP. “These are financial documents, which were used for justifying salaries, expenditures. Considering them relevant for certain positions would not be relevant,” Matijevic said.Saric, former Chief ofthe Public Safety Station in the Serb municipality of Centar, is charged with having ordered all men from Nahorevo to gather in front of the local community building on June 19, 1992. About 100 Bosniaks were then taken away and detained in Jagomir hospital building, while a group of 11 detainees was later killed at Skakavac. According to the charges, Saric ordered the remaining non-Serb population to surrender. After that about 200 women, children and the elderly were forcibly transferred toterritories controlled by the Army of Bosnia and Herzegovina, ABiH. Court expert Matijevic explained that the Chief of the Public Safety Station was in charge of managing the Station and that, in certain situations members of MUP could become subordinate to military structures. “From that moment thepolice unit would be under the command of the Army,” he explained. Military court expert Miodrag Novokment spoke about the subordination of MUP units as well. He began presenting his findings and opinion on April 1. Novokmet explained that members of the subordinated police forces were considered soldiers, not policemen,during combat activities. When asked whether heknew that indictee Saric was a member of the Kosevo Brigade, Novokmet said thathe had not seen documents about that. “While he was with the Kosevo Brigade, he could have only been a member of the Brigade, not apoliceman,” he said. The Trial Chamber askedhim who was responsible for the persons in the Jagomir area. Novokmet respondedby saying that the military commander, who was in charge of that zone, wasresponsible for them. The trial is due tocontinue on April 22, when court expert Matijevic will be cross-examined.
