Vlaco, who is held in custody, wrote a letter to the Trial Chamber, saying that he was not able to come, because he was ill, and asking the Chamber to hold the hearing in his absence.
The Trial Chamber rejected the indictees request and postponed the hearing until Tuesday, April 8.
Vlaco, former Manager of Bunker, Planjina Kuca, Kod Sonje and Nakina Garaza detention camps, is charged with having established a system for punishment of detained civilians.
According to the charges, detainees were abused, forced to perform hard labour and used as human shields. Many of them were killed at those locations, while tens are still missing.
Vlaco has been held in custody since the summer of 2011. His trial began at the beginning of 2012.
